FedFlash: February Frenzy Hits SAM.gov

Federal opportunities surge 43% above baseline as agencies like Interior and VA accelerate early February spending.

Welcome to the February 9th edition of FedFlash. If you thought January was busy, the first full week of February (February 2nd – February 8th) has raised the bar even higher. At SAMClerk.com, we are tracking a significant upward trend in federal procurement activity that is showing no signs of slowing down. With total opportunities reaching 4,499 this past week, we are currently operating 43% above our rolling three-month baseline of 3,140. It is a "target-rich" environment for contractors ready to engage.

Department & Agency Highlights

The DoD continues its massive output, posting 3,096 opportunities last week, which is a 24% increase over its typical weekly volume. However, the real "movers and shakers" this week were the civilian agencies, many of which are seeing triple-digit percentage growth as they ramp up their 2026 projects.

Key agency performers included:

  • The Interior Department was the standout of the week, posting 176 opportunities—a staggering 3.6x increase over its recent baseline.
  • The VA broke the 500-mark with 505 opportunities, more than doubling its standard output.
  • The USDA remained incredibly active with 97 new postings.
  • The DOT saw a major spike, posting 47 opportunities—nearly 2.9x its baseline.
  • The Justice Department more than doubled its typical volume with 87 postings.

SBA Set-Aside Trends

For our SBA-certified community, last week was one for the record books. We tracked a massive surge in set-aside solicitations, particularly for veteran-owned and small business programs. If you hold these certifications, the current market data suggests that now is the time to be checking your SAMClerk.com alerts.

  • Total Small Business Set-Asides reached 1,502 postings, a 44% increase over the baseline.
  • SDVOSB (Service-Disabled Veteran-Owned Small Business) opportunities hit a high of 278, nearly double the typical weekly average.
  • 8(a) Set-Asides saw 34 new starts, a 2.7x increase.
  • HUBZone solicitations stood strong at 60, more than double the baseline.
  • ISBEE (Indian Small Business Economic Enterprise) opportunities nearly doubled to 23 postings, largely driven by the surge at the Interior Department.

While WOSB (Women-Owned Small Business) program set-asides reached 38, they still lag behind the baseline average, suggesting that the current mix of requirements is heavily favored toward construction and trade-based set-asides this week.

NAICS Code Movers and Shakers

The construction and facilities maintenance sectors are currently the primary drivers of the non-defense market. We are seeing a massive shift toward specialized trades and environmental remediation.

  • 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) remains the volume king with 223 postings.
  • 236220 (Commercial and Institutional Building Construction) saw 155 opportunities, nearly triple the baseline.
  • 238220 (Plumbing, Heating, and Air-Conditioning Contractors) exploded with 86 postings—over 4.5x the usual volume!
  • 562910 (Remediation Services) was a top mover with 23 postings, 5x its baseline.
  • 541330 (Engineering Services) remained hot with 85 opportunities, more than triple the average.

We also noted significant growth in 237310 (Highway, Street, and Bridge Construction) with 40 opportunities hitting the wire.

The Weekly Wrap-Up

In summary, the federal market is currently at full throttle. With over 4,400 total opportunities and a 3.6x volume surge at the Interior Department, the first week of February has set a frantic pace. For small businesses, the 44% increase in general set-asides and the nearly 2x volume for SDVOSBs represent a major window of opportunity.

The focus this week is clearly on infrastructure, facility maintenance 238220, and environmental work 562910. As we move further into the quarter, staying ahead of these trends is vital.
