Federal solicitation activity climbs to a new 2026 high, finishing the month 37% above our three-month baseline.
Welcome to the February 2nd edition of FedFlash. As we close the books on the first month of 2026, the federal marketplace is showing no signs of cooling off. The week of January 26th through February 1st was the busiest we have tracked all year, proving that agencies are in full execution mode. Department & Agency Highlights
Total opportunities posted last week hit a staggering 4,185, well above our rolling three-month average of 3,052. While the DoD remains the volume leader with 3,010 postings (up 20% over baseline), the real story is the sustained surge from civilian agencies, several of which are posting triple or quadruple their typical volume.
Movers and shakers in the agency landscape included:
- The USDA led the growth charts for the third week running, posting 104 opportunities—over 4.2x their typical weekly average.
- The State Department saw a massive spike with 118 postings, nearly 3.5x their baseline.
- The Interior Department remained white-hot with 102 solicitations.
- The VA continues to ramp up, posting 409 opportunities, nearly doubling its standard output.
- The DHS maintained its momentum with 138 new starts.
SBA Set-Aside Trends
For SBA-certified firms, the end of January brought a literal "set-aside season." We tracked over 1,900 restricted opportunities last week. This is an incredible time for small businesses to be active on SAM.gov, as the ratio of set-aside work compared to full-and-open competition is currently trending upward.
- Total Small Business Set-Asides hit a peak of 1,507 postings, a 50% increase over the baseline.
- SDVOSB (Service-Disabled Veteran-Owned Small Business) solicitations surged to 240, up 73% from the average.
- HUBZone opportunities were once again a major highlight with 63 postings, nearly 3x the usual rate.
- 8(a) Set-Asides reached 31 opportunities, more than triple their recent weekly average.
- We also noted 12 opportunities for ISBEE (Indian Small Business Economic Enterprise) firms.
While the WOSB (Women-Owned Small Business) program saw 23 postings, the overall strength in other small business categories suggests a very healthy ecosystem for certified firms. NAICS Code Movers and Shakers
This week saw a significant shift toward hardware manufacturing and heavy construction, with some massive outliers in electronic component manufacturing.
- 332722 (Bolt, Nut, Screw, Rivet, and Washer Manufacturing) was the surprise volume king this week with 285 postings—a 4.5x increase over baseline.
- 236220 (Commercial and Institutional Building Construction) saw a major spike with 154 opportunities, triple the usual volume.
- 334416 (Capacitor, Resistor, Coil, Transformer, and Other Inductor Manufacturing) saw 62 postings—over 8x its weekly average!
- 541330 (Engineering Services) grew 3x over the baseline with 65 postings.
- 336611 (Ship Building and Repairing) remained strong with 67 solicitations.

The federal marketplace finished January with a bang. With over 4,100 opportunities and massive growth in civilian agencies like State and Agriculture, the current environment is highly competitive but full of potential.
