The United States International Trade Commission (USITC or Commission) is issuing this Request for Quotations (RFQ) for advisory services for survey methodology. The Commission seeks advisory services for a survey of U.S. businesses. Commission staff would use this advice to improve the questionnaire design and ensure that the survey results are properly adjusted to account for different limitations and idiosyncrasies in the survey population data. Assistance will be needed to improve the Commission’s foreign censorship survey in several specific areas: determining population and sample-frame design, providing feedback on the Commission’s questionnaire, providing advice on survey weighting adjustments and adjustments needed for high levels of item-nonresponse, and other survey-related topics as they arise.
