The U. S. International Trade Commission (Commission) intends to solicit, negotiate, and award a Purchase Order to Economic Systems, Inc., Falls Church, Virginia, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The USITC anticipates award of a Purchase Order on a sole source basis to Economic Systems, Inc., a small business, for an annual subscription to its proprietary product FedHR Navigator Retirement Calculator software, its FEDRAMP-compliant retirement and benefits software module. The Commission’s Office of Human Resources requires this software to calculate retirement estimates, calculate deposit amounts due, calculate service computation dates, and prepare the necessary forms required in retirement packages sent to the Office of Personnel Management. The period of performance anticipated to be included in the Purchase Order is one year, beginning on October 1, 2020, and will include four, one-year Option Years, which if all option years are exercised would be for a maximum of 60 months, to end on September 30, 2025. This notice is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this notice is for informational purposes only. Interested organizations may identify their interest and capability to respond to this requirement by submitting a capability statement, which will be considered by the agency, within five days after the date of publication of this notice. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
