The United States Trade and Development Agency (USTDA) is seeking Contractors who have the ability to organize reverse trade missions, conferences, workshops, trainings, or other related events, in any location in the United States or overseas. These activities require Contractors who are capable of: (a) organizing events within a short timeframe, (b) supporting High Level Delegation visits to some of the events, and (c) managing them in a thoroughly professional and smooth operational manner. The ability to market the events and to solicit participation from eligible U.S. and foreign firms is also very important. This is a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract (also referred to in the solicitation as Indefinite Quantity Contract (IQC)). USTDA is issuing this partial small business set-aside Request for Proposal to solicit offerors for this multiple award IDIQ contract. Partial small business set-aside means that the resulting IDIQ pool will be a mix of both Large and Small businesses. The USTDA intends to award at least fifteen (15) IDIQ contracts for the services set forth in this Request for Proposal, with no less than five (5) awards going to responsive small business concerns. USTDA intends to award the IDIQ contracts for a term of one-year, with four one-year options, for a total term not to exceed five years. This acquisition is being conducted in accordance with the procedures in Federal Acquisition Regulations (FAR) Part 12 and FAR Part 15. PROPOSAL DUE DATE: The Offeror’s proposal shall be submitted electronically via contractproposals@ustda.gov no later than Tuesday, December 14, 2021, 10:00AM, Washington DC Time/Eastern Time, adhering to the files set forth below. The proposal must be accompanied by a transmittal letter signed by an authorized representative of the Offeror. All questions regarding this RFP shall be directed in writing to contractproposals@ustda.gov. The deadline for submission of questions regarding this RFP is Friday, November 19, 2021, at 12:00 PM Washington DC Time/Eastern Time. Questions should be in the following format: Reference: Section ___, Page_____, Paragraph____ Question:______________________________________. Questions received after this date and time may not be answered. Questions and the Government’s responses will be posted as amendments to the solicitation. PRE-PROPOSAL CONFERENCE The US Trade and Development Agency shall hold a pre-proposal conference for the prospective offerors and key stakeholders to include the Contracting Officer and Program Office. All interested contractor may attend, but this pre-proposal conference will serve as an outreach to contractors with relevant technical expertise and successful relevant past performance, particularly to small-disadvantaged business concerns, to include Black Americans, Hispanic Americans, Asian Pacific Americans, Subcontinent Asian Americans, and Native Americans owned businesses, with no experience doing business with our Agency. • VIRTUAL PARTICIPATION The pre-proposal conference is scheduled for Wednesday, November 10, 2021 from 10:00 am to 12:00 pm Washington DC Time/Eastern Time. A maximum of 2 attendees per potential offeror are allowed at the pre-proposal conference. Notification via e-mail shall be sent to contractproposals@ustda.gov 24 hours in advance if you wish to attend the pre-proposal conference. The following information must be transmitted: Name of Company, Name of person(s) attending, valid e-mail address, and telephone number you can be reached at for notification purposes. An email invite with information on accessing the pre-proposal conference will be sent to attendees. Meeting invite for pre-proposal conference shall not be redistributed to other than listed attendees. Please note that: Although attendance at the pre-proposal conference will be informative, it is not mandatory in order to participate in this solicitation.
