This RFI is solely for information and planning purposes – it does not constitute a Request for Proposal (RFP)/ Request for Quote (RFQ) or a promise to issue a RFP/RFQ in the future. This notice does not constitute a commitment by the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this request. The United States International Development Finance Institution (“DFC”) is seeking the services of a vendor to conduct an analysis of the effectiveness of DFC’s political risk insurance (“PRI”) and reinsurance products in mobilizing private capital to achieve positive developmental impacts. The G7 Impact Taskforce identified real and perceived political and macro-economic risks as key constraints to private investment in lower income countries. As such, DFC is seeking to derive lessons learned to support and/or enhance the tool’s effectiveness in driving private capital to achieve positive development impacts. The analysis will include an assessment of the role DFC’s PRI and reinsurance products have in mobilizing private capital from approximately 14 projects that span several geographies and sectors (see Annex). QUESTIONS 1. What is your experience in completing similar requirements? 2. How should DFC approach developing a rough order of magnitude for how much the requirement as a whole would cost? Any information that could be shared on estimates of total cost and/or starting blocks for developing total cost. 3. How long do you expect the work to take? Should the period of performance be 3 months, 6 months, 9, months etc…? 4. How do we reach capable vendors? Any successful awardee will need to be registered in SAM.gov to be considered for award, however is there any vendor preference for how to solicit the need (i.e. open market, GSA, or any other available contract vehicles on the market)? 5. Note - We have proposed 14 projects that will be assessed for capital mobilization impacts. This number is flexible and can be adjusted upward or downward depending on the level of effort it will be to collect the necessary data and conduct the analysis. *Please see attachment for more information.*
