Introduction This notice includes a draft statement of work (SOW), request for information (RFI), and sources sought notice. The U.S. International Development Finance Corporation (DFC) seeks industry input for an upcoming solicitation for the services of an independent consultant to conduct a development impact performance assessment of healthcare facilities. These are healthcare facilities in which DFC invested directly or indirectly through DFC-supported financial intermediaries, such as investment funds. B. Background As the U.S. Government's development finance agency, DFC mobilizes U.S. private capital to help solve critical development challenges while advancing U.S. foreign policy interests. DFC works with the U.S. private sector to help gain footholds in emerging markets, catalyzing revenues, jobs, and growth opportunities at home and abroad. DFC achieves its mission by providing investors with financing, loan guarantees, political risk insurance, support for private equity investment funds, and direct equity investments. DFC’s Office of Development Policy (ODP) works to ensure DFC’s projects produce positive developmental impacts, apply best practices with respect to environmental and social safeguards, and respect human rights, including worker rights. DFC’s ODP seeks an independent consultant to conduct a development impact performance assessment of healthcare facilities in which DFC invested directly or indirectly through DFC-supported financial intermediaries, such as investment funds (referred to hereafter as the “Healthcare Portfolio”). The assessment will encompass the Healthcare Portfolio’s impact (positive and/or negative) on healthcare accessibility, affordability, quality of care, gender equity, and impacts on the local healthcare ecosystem. Analysis will specifically consider the impact of DFC’s Healthcare Portfolio in meeting the United Nations Sustainable Development Goal Three (Ensure Healthy Lives and Promote Well-being for All), specifically Sustainable Development Goal Target 3.8 (Universal Healthcare Coverage). The assessment consists of evaluative case studies of 21 healthcare facilities located in 12 different countries, including India, Nepal, Indonesia, Vietnam, Pakistan, Ghana, Nigeria, Cameroon, Kenya, Egypt, Georgia, and Ecuador. The assessment will include recommended improvements in DFC’s ability to analyze these impacts for future investments in the sector throughout its sourcing, origination, monitoring, and evaluation processes. C. Draft statement of work Attached is the draft statement of work for this requirement. DFC welcomes industry questions and feedback on this document. D. Request for information In addition to questions and feedback on the draft statement of work, the following information is requested from prospective vendors: DFC’s rough estimated cost for this project is $490,000. Is this estimate realistic for the tasks the contractor will be required to perform? What additional information, if any, would you need beyond what is currently provided in the draft statement of work to submit a quote? How would you intend to conduct engagements with healthcare investees, investment funds, and host country regulators, considering the number of countries involved in this project? DFC is contemplating a period of performance of one year. The first six months would include desk research, development of the logic model, data collection, analysis, and the final report. The remaining six months would be set aside for presenting the findings from this project to DFC-internal and external parties. Is six months sufficient time to complete the final report? Excluding travel, which would be reimbursed at-cost, what contract type would you prefer for this requirement? Would a firm-fixed-price contact type be suitable? E. Sources sought DFC seeks potential sources for this requirement. Prospective vendors, including prospective sub-contractors, are encouraged to identify themselves as interested parties and submit a copy of their capability statement to DFC. Please indicate if your company is a small business concern. The successful vendor is expected to possess: A strong expertise assessing the development impact of healthcare investments made by development finance institutions, such as the International Finance Corporation (IFC), British International Investment (BII), the World Bank, the African Development Bank (AfDB), European Bank for Reconstruction and Development (EBRD), the Dutch development bank FMO, and IDB Invest. A strong expertise in measuring qualitative and quantitative impacts of healthcare facilities, such as quality of care, affordability, gender equity, and accessibility, in emerging markets. At least five years’ experience in conducting development impact performance assessments that result in actionable recommendations. Strong analytical, report writing, and presentation skills. Fluency in English, as all communication and deliverables will take place in English. Additionally, the ability to communicate in the local language where each healthcare facility is located. F. Interested vendors list DFC is assembling an interested vendors list (IVL) for this requirement to facilitate industry awareness of potential prime contractors and subcontractors. If you would like your company to appear on this list, please indicate so in your response and provide some or all of the following information: Company/organization name. Point of contact name. Point of contact job title. Point of contact e-mail address. Interest in serving as a prime contractor, subcontractor, or either. DFC will periodically post updated IVL’s to this SAM.gov notice, as well as post the IVL with the anticipated solicitation. There is no requirement to appear on the IVL to submit a quote. G. Anticipated solicitation DFC anticipates issuing a solicitation on or about mid-July 2024. A two-phase competition is presently planned. In the first phase, vendors would submit a brief statement of their capabilities and relevant experience, as well as past performance references. Based on DFC’s evaluation of vendors’ capabilities and relevant experience, DFC would conduct an advisory downselect to only the most highly qualified vendors. In the second phase, vendors remaining in the competition would be required to provide an oral presentation addressing their approach to this requirement and a price quote. Following this second phase, DFC contemplates the award of a single purchase order to the successful vendor. The period of performance is anticipated to start in mid-September 2024. DFC welcomes industry feedback on this planned solicitation process and timeline. H. Submission of information to DFC is requested no later than Monday, July 8, 2024, at 4:30pm Eastern time. Questions and feedback received after this date and time may not be considered. I.
