The purpose of this amendment is to: 1) Change the base period of performance to 18 months and the total contract length to 4 years, 6 months. 2) Delete CLINs for "Special/Danger Pay" 3) Extend the response date to April 1, 2021 at 2pm EST See attachments 77344421Q0019-00001 and 77344421Q0019-00001 conform for details. The DFC Acquisition office has a requirement for a Personal Services Contractor (PSC) for a full-time equivalent Senior Portfolio Services Officer. This solicitation is only open individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-13, Step 1 through GS-14, Step 10. Work involves assisting the DFC in building the expertise and procedures necessary to manage the Legacy Loan Portfolio, and will be responsible for the monitoring of all financial flows including billing and application of receipts related to the Legacy Loan Portfolio and developing PC-based applications to facilitate reporting and analysis. The PSC ensures that loan balances, payment schedules, interest rates and other financial parameters match terms of underlying loan documentation and ensures timely delivery of invoices and Notices of Past Due amounts (NPDs) for the Legacy Loan Portfolio. Recommends alternative means of processing transactions with complicated and interrelated or unique characteristics. Recommends changes in policies and procedures to accommodate recurring problems and issues related to the Legacy Loan Portfolio. Independently prepares accurate and precise audit confirmations for borrowers. Provides loan balances, interest rates, interest accrued, and other financial information for audits related to the Legacy Loan Portfolio. The Government intends to offer a firm fixed price contract to the individual whose quotes conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is 27 May 2021 to 26 February 2022 with four (4) one-year option periods which will be exercised at the Government’s need or discretion. The Government may issue more than one award from the solicitation. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applications and quotes will be evaluated using the factors identified in the attached RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. No hardcopies of the solicitation will be issued.
