See attachment 773444-20-Q-0017-000001 conform for Q&A on pages 9 and 10. DFC Acquisition has a requirement for a Project Finance News and Deals Database. DFC is looking for a service that can provide comprehensive deal coverage and deal data spanning multiple industry sectors and world regions. As the U.S. government’s development finance institution (DFI), DFC requires information on deals transacted by DFIs (a list of qualifying institutions is attached in Appendix A) as well as commercial institutions. DFC seeks a wide range of transactional information,but will place special emphasis on services that offer comprehensive data on deal pricing. The service(s) DFC selects will provide a single search platform/interface. Access to the deals database service will be through the internet. DFC’s interest is primarily in developing countries and emerging markets in Africa, Latin America/Caribbean, Asia Pacific, Central and South Asia, Middle East and Europe. A list of countries where DFC is operates is available on the DFC web site: < https://www.dfc.gov/what-we-offer/eligibility/where-we-work >. The Government intends to award more than one, firm fixed price purchase order to the responsible vendor(s) whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is 15 August 2020 to 14 August 2021 with four (4) one-year option periods which will be exercised at the Government’s need or discretion. Questions regarding this solicitation shall be submitted via email to Mit Pancholi at mital.pancholi@dfc.gov by 27 July 2020, 3:00 P.M. Eastern Standard Time. Questions received after this date will not be entertained. Questions will be answered by an amendment for distribution to all prospective Quoters. Questions received after the Eastern Standard Time cut-off date/time will not be accepted by the Government. Questions sent to another POC will not be accepted by the Government. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. Award will be made to the responsible applicant whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. No hardcopies of the solicitation will be issued.
