The response deadline is not extended. DFC Acquisition office has a requirement for a Personal Services Contractor (PSC) for one (1) FTE Equal Employment Opportunity Director. Work involves providing authoritative advice on all matters related to, and the feasibility and impact of, EEO programs, civil rights, affirmative action programs, plans, policies and decisions. Advises management on their EEO responsibilities through periodic briefings on key aspects of the program. Identifies and defines systemic barriers to equal employment opportunity. Develops and administers policies, plans, and programs to implement Titles VII of the Civil Rights Act of 1964, and related civil rights and anti-discrimination laws. This solicitation is only open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-15. Questions are due April 7, 2020 at 3:00pm EST. Questions will only be accepted via email to elena.raspitha@dfc.gov. The Government intends to offer a single, firm fixed price purchase order to the responsible vendor whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is 01 May 2020 to 30 April 2021 with four (4) one-year option periods to be exercised at the Government’s need or discretion. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applications and quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. Award will be made to the responsible applicant whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. No hardcopies of the solicitation will be issued.
