The purpose of this synopsis is to notify interested parties that the DFC Acquisition Office anticipates issuing a solicitation for a 2-day in-house training for up to 12 students on advanced financial modeling for project finance for projects located in emerging markets, particularly of those located in frontier markets with current actual case studies. Examples of project finance are infrastructure, energy, healthcare, telecommunications deals. The training shall provide an important foundation on which the professional team can build more systematic and robust project finance models that are based on more simplified models that are provided by project sponsors to ensure DFC’s work is consistent with current analysis techniques. The Government intends to offer a single, firm fixed price, purchase order to the responsible vendor whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). Training is anticipated to be conducted in two consecutive mutually agreed-upon business days between May 15, 2020 to June 30, 2020. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. A RFQ will be available on Beta.SAM.Gov. on or about 16 March 2020. No hardcopies of the solicitation will be issued. All responsible sources may submit a quote.
