The DFC requires a Personal Services Contractor (PSC) to serve as a Social Assessment Program Expert in the identification and mitigation of social and environmental impacts of potential DFC investments. The Senior Social Specialist identifies risks and opportunities to add value to investment project structures, ensuring compliance with applicable standards, and monitoring previously approved projects for social and environmental compliance. Work involves conducting social assessments for international projects, including providing advice and staff support on planning, developing, implementing and evaluating issues related to DFC environmental and social policy. Work may be conducted in any country and any sector. Qualifications: Advanced degree in a field related to the interdisciplinary approach to social impact assessment; e.g., anthropology, sociology, geography 8 years of experience in the assessment of social risks within the last 15 years. PREFERRED EXPERIENCE: Knowledge of database management applications, global positioning systems (GPS), and other technology tools used in the assessment and monitoring of social and environmental impact U.S. citizen Ability to obtain a Public Trust Clearance The position's GS-equivalent grade is GS 13, Step 5 -10. Qualified individuals must read the attached Request for Quotes thoroughly to become familiar with the Performance Work Statement (PWS) which details qualifications, responsibliities, and daily duties of the position. The purpose of this synopsis is to notify interested parties that the DFC Acquisition office anticipates issuing a solicitation for a Personal Services Contractor (PSC) for one (1) FTE Senior Social Specialist. The PSC?serves as a social assessment program expert in the identification and mitigation of social impacts. The contractor shall appraise the social and environmental aspects of potential DFC investments as a senior officer identifying risks and opportunities to add value to investment project structures, ensuring compliance with applicable standards, and monitoring previously approved projects for social and environmental compliance. The PSC shall be a sole proprietor. The level of effort and responsibility is generally equivalent to a GS-13. The Government intends to offer a single, firm fixed price purchase order to the responsible vendor whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is 1 June 2020 to 31 May 2021 with four (4) one-year option periods which will be exercised at the Government’s need or discretion. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applications and quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. Award will be made to the responsible applicant whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. A RFQ will be available on Beta.SAM.Gov on or about 13 March 2020. No hardcopies of the solicitation will be issued.
