There are three warehouses and eight regions where records are produced. Records are created and managed through various methods: SharePoint, personal hard drives, personal and shared network drives on the GPO network, legacy systems, Oracle database, Microsoft Teams, email personal storage table files, individual cloud storage space, and other systems. Temporary paper records are stored and managed on site at the GPO headquarters office in Washington, D.C. and at a Federal Records Center. GPO Records Management staff are overall responsible for the creation of agency record retention schedules; maintenance and secure storage of agency records and its appropriate metadata; proper disposition of agency records; and advising agency personnel of record management policies and procedures. Records Administration and Management needs an ERM system that can provide the capture, maintenance and use, disposition, and reporting of GPO records and its associated metadata. The system must be in full compliance with Federal records management statutes and regulations, including guidance from the National Archives and Records Administration (NARA). As per the NARA memorandum M-19-21, all Federal agencies are to create, retain, and manage all permanent records electronically with metadata. The GPO is looking for an ERM system that will meet NARA guidance and allow for the electronic transfer of all temporary and permanent records at GPO.

The Government Publishing Office (GPO) is looking for an electronic management records system that will meet the memorandum requirements. GPO is seeking an ERM system that can manage and auto classify electronic records within multiple locations (i.e., SharePoint, shared drives on the GPO network and other methods of records storage). The ERM system will have the ability to manage records from the creation of records to the final disposition of records. The ERM system will also have the ability to manage physical hard copy records.
