The contract will be awarded to that responsible offeror whose bid conforming to the solicitation provides the lowest overall cost per copy to the Government, including prompt payment discount. Covers and text pages print with bleeds on all sides, head to head with type/rule matter, illustrations, solids, screen tints, and images in 4-color process, plus some type reversing out to appear white. Gloss aqueous required on all covers. Quality Level II is required.
