Pre-solicitation Synopsis for Provision of Commercial Electric Power at the USAGM Transmitting Station in Tinang, Philippines This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement; thus, this synopsis does not solicit for proposals or bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to notify the public that the United States Agency for Global Media (USAGM), intends to issue a Combined Synopsis/Solicitation to select a Contractor to be the supplier of commercial electric power at the USAGM Transmitting Station in Tinang, Philippines. This will be a full and open competitive solicitation, which will be issued in mid July 2021. The USAGM will utilize a Firm Fixed-Price Contract for this procurement. The estimated contract value will range between $700,000 and $4 Million. The appropriate NAICS code for this procurement is 221122 – Electric Power Distribution. The contract period of performance is estimated to cover five (5) years, consisting of a one-year (12 months) base period, and 4 one-year option periods. Any option year periods within the contract will be exercised by the decision of the government and will be subject to the availability of funds. Contractors submitting proposals under the anticipated solicitation must be actively registered in the System for Award Management (SAM), and also must be licensed and in good standing with the Philippines Energy Regulatory Commission (ERC). SAM’s website is as follows: http://www.sam.gov. It is the Offeror’s responsibility to check the SAM website as often as necessary for any amendments to this synopsis and the Combined Synopsis/Solicitation to be released in July 2021. This pre-solicitation notice does not obligate USAGM to release a solicitation or award a contract, nor does it commit the US Government to pay for costs incurred in the preparation and submission of a proposal. Submission instructions: Interested parties who consider themselves qualified to perform the requirement of this notice are invited to submit a response confirming their interest no later than 4:30 PM Eastern Daylight Time (EDT) on Monday, June 28, 2021 to assist the Government with identifying interested firms. This request is not mandatory or required, but strongly encouraged.
