The purpose of this review is to verify the analytics collected by vendors, USAGM and their grantees. OTF works to advance internet freedom in repressive environments by supporting the research, development, implementation, and maintenance of technologies that provide secure and uncensored access to USAGM’s internet content and the broader internet to counter attempts by authoritarian governments restricting freedom online. 2.0 DISCLAIMER: THIS IS A COMBINED REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. 3.0 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT DETAILS: This combined Request for Information (RFI)/Sources Sought Notice is requesting responses in accordance to the instructions detailed below. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541910 - Marketing Research and Public Opinion Polling/size standard 16.5M Non-Government personnel may be utilized in the review of responses to this Sources Sought. The non- Government advisors may have access to all aspects of the company’s submission. All Government and contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. 4.0 INSTRUCTIONS: Attached is a Draft Statement of Work (SOW) outlining the requirements of USAGM. Please review the SOW in determining your company’s capability. If your company desires to participate in the market research after reviewing this this sources sought notice document and the SOW, you should submit a response in accordance with the instructions below. Marketing literature, marketing or product videos, catalogs, manuals, product literature, or other extraneous information, either electronic or hard copy, that are provided with the proposals will not be reviewed or utilized in the assessment. The Offeror shall submit only the information requested below: Company Overview: A brief description of your company. Socio-economic status, business size, and size standard/applicable Existing Federal Supply Schedule contracts or Government-Wide Acquisition Contract (GWAC) vehicle(s) (e.g. - GSA, NITAAC, etc.) North American Industry Classification System (NAICS) codes. Company Capabilities: Provide a company capability statement that demonstrates and highlights your company’s experience in meeting the requirements contained in the SOW. 3. Rough order of magnitude Provide an estimated cost/price required to perform the services In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested party’s expense. Not responding to this Sources Sought does not preclude participation in any future RFP, if one is issued. Responses to this RFI will not be returned.
