It is not to be construed as a commitment by the Government to procure any services, nor does USAGM intend to award a contract based on this request for information or otherwise pay for the information solicited. U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation Broadcast Technologies Division, Engineering and Transmission Directorate (T/E/B) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal to provide fiber internet services in the Commonwealth of Northern Marianas Sites on Saipan and Tinian. The purpose of this notice is to gain knowledge of potential local qualified businesses concerns, capable of delivering internet services that are being requested. USAGM has a requirement for reliable internet service to be delivered to each site separately. Each site currently utilizes fiber internet as the primary source to download media content for transmission to its downstream intended audience. Each site requires dedicated internet service. Saipan requires 250/250Mbps symmetrical service. Tinian requires 100/100Mbps symmetrical service, at a minimum. Tinian service is acceptable as a microwave signal vice direct fiber due to its remoteness and lack of infrastructure on the remote island. Saipan and Tinian internet service will also need an allotment of 28 blocks of IP addresses, at a minimum, for each site’s internet service. . Response Requirements: Interested offerors that meet the requirements above are encouraged to submit a Statement of Capability (SOC) in response to this notice. The SOC must include the following: 1. At least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor performing a substantial portion of the work described above in Commonwealth of Northern Marianas Islands. 2. Provide a statement of your firm's ability to execute this project fully, including the addition of current non-existent infrastructure that may be installed prior to on or around 1 April 2024 that will meet the scope of work listed above. 3. Years of company experience maintaining similar contracts in Commonwealth of Northern Marianas Islands. The SOC must contain a cover letter including the company name, local address, point of contact, telephone and e-mail address. USAGM will accept Statements of Capability in English only. All costs associated with responding to this notice are solely at the responding party’s expense. The Government reserves the right to use information provided by respondents for any purposes deemed necessary and legally appropriate. Furthermore, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published. However, responses to this notice will NOT be considered adequate responses to a solicitation, if one is issued. Reponses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The USAGM will not be obligated to pursue and particular acquisition alternative as a result of this notice. Response to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). If so, respondents are solely responsible for properly marking and identifying such information within their response.
