The SSA Security and Resilience group is moving away from handheld land mobile radio (LMR) systems due to replacement costs. The HQ Campus and National Support Center need to replace existing LMR systems that are at end of life, end of support, and end of replacement parts. All FSL-IV facilities must provide a centralized communications system for guard forces, and the agency COOP plan requires centralized agency-level emergency communications. SecRes has identified the federal FirstNet Priority Communications system as the most cost-effective and resilient solution, offering better-than-911 priority for identified agency iPhone/standalone push-to-talk devices anywhere there is AT&T signal. However, if the AT&T cellular network fails, the proposed devices are intended to provide an emergency satellite backlink to FirstNet that restores signal for identified facilities in less than 20 minutes.
