This is a presolicitation notice for an upcoming opportunity with the Social Security Administration. The Social Security Administration has an upcoming requirement for a contractor to provide fraud investigations for the Office of the Inspector General, Cooperative Disability Investigations (CDI) Unit located in Los Angeles, California. The requirement is for investigation of suspected fraud activities against the Social Security Administration’s Title II and Title XVI disability programs, including Title XIX (Medicaid) in the state of California. The requirements include the following: (1) Personnel must have California statewide law enforcement and statewide arrest authority, as defined by the statutes and regulations of the state of California; (2) Experience using the National Crime Information Center (NCIC) and National Insurance Crime Bureau (NICB) databases; (3) Experience conducting undercover investigations and training in arrest techniques; (4) A license to carry a concealed weapon (must be armed); and (5) Ability to testify in court. A fixed-price contract is anticipated. The resulting contract will be for approximately one year with up to four one-year option periods. The contractor’s key personnel will be required to pass a security background check before beginning performance under the award. Prospective contractors must be registered in the System for Award Management (SAM) database at www.sam.gov at the time an offer is submitted. Social Security Administration anticipates that this procurement will be awarded using FAR Part 15 procedures. The North American Industry Classification System (NAICS) code for this requirement is 561611, Investigation and Personal Background Check Services. The solicitation will be issued on or about May 31, 2024 in electronic format only and will be available for download on SAM.gov (https://sam.gov/content/opportunities) and on FedConnect (https://www.fedconnect.net) websites.
