This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13, as supplemented with the additional information attached to this notice. The Social Security Administration (SSA) issues this solicitation for supply, delivery, and replacement of three guard booths to three parking lot entrances at the Frank Hagel Federal Building, 1221 Nevin Avenue, Richmond, CA 94801. SITE VISIT: A site visit will be held at the work location at 10:00 AM Pacific Daylight Time on July 26, 2022. If interested in attending the site visit, interested parties should indicate their intent to attend the site visit by submitting an email to Angela.Lee@ssa.gov no later than 10:00 AM Pacific Daylight Time on July 25, 2022 with the name and title of the company representative attending (limit of 2 persons per business concern). We will provide additional site visit information (i.e. precise location, security information, directions, etc.) via email only to the list of interested vendors who properly notify the Contracting Officer of their intent to attend the site visit. For security reasons, individuals not on this list will not be granted access to the facility. This will be the only site visit scheduled. Photography or recording of any type is not permitted during the site visit. The purpose of this site visit is to allow potential quoters the opportunity to familiarize themselves with the worksite and satisfy themselves regarding the general and local conditions that may affect the cost of the requirement, to the extent that information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Questions regarding areas of uncertainty, which may require clarification or correction, must be requested immediately following the inspection tour by email to Angela.Lee@ssa.gov Section E-5.1 provides detailed information on submitting your quotation. Please read the entire Request for Quotation before proceeding with the preparation of your quotation. You must submit your quotation electronically using the FedConnect system at https://www.fedconnect.net by 5:00 PM Pacific Daylight Time on August 5, 2022. We will not consider any quotation received outside of the FedConnect system. Please be advised that the contractor selected for award will be required to undergo a security background screening prior to performance of any work. The purpose of Amendment number 0001 to the Request for Quotation is to revise Sections B-1, B-15, D and E-5.1; provide existing guard booth drawing; provide the site visit sign-in sheet; provide answers to interested contractors’ questions; and extend the due date for quotations to 5:00 PM Pacific Daylight Time on August 12, 2022. The purpose of Amendment number 0002 to the Request for Quotation is to reopen the solicitation and extend the due date for receipt of quotations to 5:00 PM Pacific Daylight Time on September 14, 2022; provide another site visit; and provide answers to additional interested contractors' questions. The purpose of Amendment number 0003 to Request for Quotation number 28321322QR0900010 is as follows: a. Revise Section B-2, 3rd bullet to read, “Glass, metal, or plexiglass weather awning over doors.” See yellow highlighted text in the attached file “Sol_28321322QR0900010 Amendment 0003.pdf”. b. Extend the due date for quotations to 5:00 PM Pacific Daylight Time on September 15, 2022. Section E-5.1(b): 1st paragraph is changed to read the following: “Submission of offers is hereby revised as follows: Quotations shall be submitted electronically using the FedConnect system at https://www.fedconnect.net by 5:00 PM Pacific Daylight Time on September 15, 2022. We will not consider any quotation received outside of the FedConnect system.” See yellow highlighted text in the attached file “Sol_28321322QR0900010 Amendment 0003.pdf”. c. Provide answers to additional interested contractors’ questions. See the attached file “QandA Amendment 0003.pdf”. All other terms and conditions of the Request for Quotation remain unchanged. The purpose of Amendment number 0004 to the Request for Quotation is to revise Section C-39 and extend the due date for quotations to 5:00 PM Pacific Daylight Time on September 26, 2022. The purpose of Amendment number 0005 to the Request for Quotation is to cancel the solicitation.
