This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price purchase order to Compu-tecture, Inc. for access to their online MADCAD.com Codes & Standards eLibrary subscription. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. The MADCAD.com Codes & Standards eLibrary subscription is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning September 16, 2019 through September 15, 2020, with an additional four options years, if exercised. The subscription will be accessed through SSA's Digital Library, via a dedicated server that resides behind the agency's firewall and is password protected. This resource is used in the Office of Facilities Management (OFM) for planning the construction and repair projects at headquarters, regional, and field offices. MADCAD.com eLibrary is a web-based repository for over four thousand building codes and standards from leading code and standard developing organizations. Users may search full-text keywords within a single codebook or the entire eLibrary collection. The subscription offers simultaneous search and interlinked browsing capabilities that make code research more efficient. Codes and standards will be converted to html format so that users may perform full-text keyword search, browse efficiently with cross-referenced hyperlinks, and copy and paste sections into reports. This subscription is unique because it supports searching across multiple codes and standards with cross-referenced hyperlinks. It's is the only product available in the marketplace that provides the format for building codes that are essential for SSA planners and estimators to perform the intricate space plans for facilities maintenance. The subscription includes the following: • 2012 I-Codes • 2009 I-Codes • 2006 I-Codes • 2003 I-Codes • NFPA Complete NFC Set • ASTM Standards Referenced in Building Codes • ASHRAE Most Used Design Standards • ASME A17.1 Elevator Code • Federal Guidelines & Standards • ASCE Standards Complete Collection • ASCE Manuals Complete Collection • AWWA Standards Complete Collection • AWWA Manuals Complete Collection • BHMA Standards Complete Collection • 2012 IAPMO Codes Package • SMACNA Technical Manuals Complete Collection • USGBC LEED v4 Reference Guide Collection This requirement is utilizing procedures in FAR Part 12 in conjunction with procedures in FAR Part 13. A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses shall be submitted by 12:00PM ET on August 6, 2019 . If SSA does not receive an acceptable response to this announcement by August 6, 2019 in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Compu-tecture, Inc. as the only source and a purchase order will be issued without any additional notices being posted.
