Indefinite Delivery Indefinite Quantity (IDIQ) Commissioning (Energy/Water Assessment) Provider Consultant Contract for the Smithsonian Institution 1. CONTRACT INFORMATION: The proposed procurements listed here are unrestricted. The NAIC code 541330, size standard is $16.5 million. All responsible sources are encouraged to submit a proposal which shall be considered by the Smithsonian Institution. This announcement is for the selection and award of multiple Commissioning Provider Consultants (CPC) Indefinite Delivery Indefinite Quantity (IDIQ) Contracts that would provide Commissioning Provider consulting support for Mechanical/Energy/Water Assessments and Operation Reliability for Smithsonian facilities. Most of the work is anticipated to be in the Washington, DC metropolitan area, including Maryland and Virginia. Projects may include properties in Arizona, Hawaii, Massachusetts, New York, Panama (Central America) and Chile (South America) as well. These contracts are being procured in accordance with the Brooks Architect-Engineer (A-E) Act as implemented by FAR Subpart 36.6—Architect-Engineer Services. It is anticipated that the base IDIQ contracts will be for a period of one year with nine one-year options. After award of an IDIQ contract, services will be provided on a work/task order contract basis. Individual work/task orders will not exceed $5,000,000 per work order. The selected firms must be capable of responding to and working on multiple task orders concurrently. Task orders will be awarded based on the CPC’s current workload and its ability to accomplish the order in the required time, type of services required, previous experience, including customer satisfaction, performance and quality of service and deliverables under the current IDIQ. Contracts may be issued up to one year after selection approval. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business concern, a subcontracting plan consistent with FAR 19.7 and statutory requirements of PL 95-507, PL 99-661 and PL 100-656 will be required prior to contract award. A minimum of 40% of the total planned subcontracting dollars shall be placed with small business concerns. At least 7% of total planned subcontracting dollars shall be placed with Small Disadvantaged Businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions, 7% with Women-owned small businesses (WOSB); 5% shall be placed with Hub-zone Small Businesses (Hub-SB), 5% with Veteran-Owned Small Businesses (VOSB); and 3% with Service-Disabled Veteran-owned small businesses (SDVSB). The subcontracting plan is not required with this submittal. 2. PROJECT INFORMATION: Commissioning services for all phases of design and construction into post-occupancy to be provided for the Smithsonian Institution may include but are not limited to the following: A. Prepare commissioning plans (from pre-design through construction and into post occupancy). B. Organize and conduct workshops to document Owner Project Requirements with SI staff and consultants. C. Assist the Architect Engineer of record in developing Basis of Design documents. D. Review construction documents to clarify the design intent in the areas of commissioning, energy conservation, operations, and maintainability. E. Draft design review reports. F. Coordinate commissioning activities milestones with the project schedule. G. Direct and facilitate the commissioning process during construction phase to enforce compliance with design intent and all applicable codes and standards. H. Review construction submittals to enforce compliance with the design intent in the areas of energy conservation, operations, and maintainability. I. Maintain issues log and commissioning field notebook. J. Prepare all documentation associated with pre-functional and functional testing. K. Review project close-out documentation. L. Assess, monitor, and support construction project training and instruction. M. Conduct post occupancy site visits. N. Prepare commissioning summary and final report. O. For work/task orders without Architect Engineer of record or Retro-Commissioning, provide existing system optimization and forensic analysis. Investigate, analyze, and optimize the performance of building systems through the identification and implementation of low cost and capital-intensive Facility Improvement Measures. P. Provide Comprehensive energy and water evaluations to identify energy, water and renewable energy measures which are life cost-effective. The work may include commissioning for new systems construction, major and minor repairs, alterations, building renovations, tenant fit-out and operations, facility improvement projects, system installation or replacement, existing system optimization and forensic analysis of existing HVAC, Electrical, Plumbing, or other systems. Commissioning services shall conform to codes and standards such as ASHRAE Guideline 0-2019 The Commissioning Process for New Buildings and New Systems and ASHRAE Guideline 0.2-2015 The Commissioning Process for Existing Systems and Assemblies, U.S. Department of Energy “Commissioning Process for Federal Buildings.” Commissioning Providers will be expected to respond to Smithsonian requests for services with expediency, thoroughness, and a high level of quality. Projects may include, but are not limited to museums, zoological parks, research facilities, retail, office, and food service facilities. Energy and water assessments shall conform to requirements such as the Energy Independent and Security Act of 2007 (42 U.S.C. 8253(f) (3)) and ASHRAE “Procedures for Commercial Building Energy Audits.” 3. PRIMARY SELECTION CRITERIA: Firm evaluation and selection will be conducted in accordance with FAR 36.6 and will be based on the following primary criteria which are listed in descending order of importance: A. Demonstration of specialized experience and technical competence of the firm, subcontractors, and consultants with the following: a. Commissioning of a variety of new system facilities and renovation/restoration of museums, zoological parks, historic structures, and scientific/research/engineering facilities, facilities accommodating large numbers of public visitors, environmentally sensitive sites, and renovation of facilities while maintaining operations. b. Experience with task order contracts and handling multiple, task orders simultaneously. c. Experience in analysis and implementation of Leadership in Energy and Environmental Design (LEED) criteria. d. Preparation of Owner Program Requirements (OPR) requirement documents and experience in conducting Owner Program Requirements workshop for a diverse audience of clients and consultants. B. Prime contractor and subcontractors’ personnel qualifications and experience. Basic disciplines and areas of expertise shall include certified commissioning professionals by ASHRAE Building Commissioning Professional Certification, Building Commissioning Association (BCA) Certified Commissioning Professional, mechanical engineering, electrical engineering, plumbing engineering, fire protection engineering, cost estimating, sustainable design, testing and balancing NEEB or AABBC Certified or equivalent. Responding firms are required to clearly identify disciplines to be performed in-house and those to be subcontracted. Firms must submit the names and qualifications of key discipline personnel, both in-house and subcontractor, proposed for assignment to task orders under contract. The firm must have registered and licensed personnel, either in-house or through consultants, in the following key disciplines and areas of expertise: Commissioning Provider, electrical engineer, mechanical engineer, plumbing engineer, fire protection engineering, and cost estimator. The evaluation of these disciplines will consider education, training, overall and relevant experience and longevity with the firm. The availability of an adequate number of personnel in the key disciplines shall be presented to ensure that the firm can meet the potential of working on multiple task orders for multiple customers in the required timeframes. C. Firm competence as demonstrated by: 1. Past performance on contracts in terms of work management, responsiveness, quality of work, cost control and compliance with performance schedules. 2. Proposed Work Management and Commissioning Quality Management Plan shall be submitted with SF 330 and shall include: a. Organization chart and address management approach, coordination of in-house disciplines and consultants, and b. Prior experience of the prime firm and any of their significant consultants on similar contracts. 3. The plan shall also address quality control procedures, cost control, coordination of in-house disciplines with consultants, and scheduling procedures. 4. The Contractor shall have performed satisfactorily on commissioning on at least three (3) projects of comparable scope in the past three (3) years, with customer feedback documentation or customer name and contact information provided for verification by SI. 5. Include information on additional projects if necessary, to provide examples for commissioning performance and energy/water assessment performance. D. Capacity of the project team to accomplish the work within specified time constraints based on submittal of firms’ current and projected workloads. E. Firm location in reasonable proximity of Smithsonian Institution facilities, especially Washington, D.C. The primary office where the work will be performed and the staffing at that office shall be clearly indicated on the Work Management Plan. The geographic location of the firm will also be considered to evaluate the firm’s knowledge of the potential project locations. F. Contractor and subcontractors must demonstrate the capability to comply with Smithsonian Institution standards for documentation, reports, drawings, and specifications. These standards are available for viewing at the SI Office of Facilities Engineering and Operations Architect-Engineer Information Center website, at http://www.ofeo.si.edu/ae_center/index.asp. Requirements include the following: (1) Microsoft Office, including Project (2) Adobe Acrobat Professional; (3) Experience with computer aided facilities management software such as Facility Center is highly recommended as well as Building Information Modeling. G. Extent of participation of small businesses including Woman Owned small business, Small Disadvantaged Business, Historically Black Colleges & Minorities, Hub-Zone small business, Veteran Owned Small Business, and Service-Disabled Veteran-Owned small business. 4. SUBMISSION REQUIREMENTS: The successful firm will be expected to sign a standard, unmodified, Commissioning Provider Smithsonian IDIQ contract. Interested, qualified firms are invited to submit the required information as specified below via email to Jasmine Price at pricej@si.edu, by no later than 2:00 p.m. on Wednesday, February 23, 2022. Firms must submit Parts I and II of the Standard Form 330 for the prime and joint venture(s). Part II of the SF330 must be submitted for each consultant. On SF 330, Part I, Block 5, include DUNS number for the prime firm. On the SF 330, Part I, Block F, provide the title and contract award dates for all projects listed in that section. Failure to submit the completed SF 330 will render the submission unacceptable. Part I of the SF 330 shall have a page limit of 125 pages. A page is one side of a sheet. Font size shall not be less than 12 fonts. Preface the submission with an attached original and loose copy of a brief letter on company letterhead. Firms must be registered in the Systems for Award Management (sam.gov), prior to Contract Award.
