COVID-19 and CARES Act Emergency Acquisition which added funding and extended the Period of Performance (POP) to the services contract which provids Held Desk Services for the IT CAFS (Capital Access Financial Systems) system operated by OCA, the SBA Office of Capital Access. The additional funding and extension of the POP was necessary to handle greatly increased usage due to the additional loan and grant programs (PPP and EIDL) added by the CARES Act. This Help Desk service acquisition supports the CAFS IT system through which all SBA financial programs process individual loans and grants. The extension is through October 22, 2020 when the newly competed contract that will cover these services is expected to begin following a period of protest. The awardee of Contract SBAHQ-17-C-0011 is Trusted Mission Solutions, LLC (DUNS no. 962799982), an 8(a) entity. The original award was a firm-fixed price contract in the amount of $3,960,650.78 for a base year and one option year, and was a sole source award to an 8(a) entity. Due to protest actions against the recompeted competition for these services and the COVID-19 emergency which caused greatly increased usage and expansion of the CAFS IT system, the award is now a labor-hour, level-of-effort contract and the award totals $6,642,540.99.
