This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 73351020Q0005 is being issued as a Request for Quote (RFQ) for Financial Credit Modeling Services for the United States Small Business Administration (SBA), using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01 (effective 12 November 2019). It is the Contractor's responsibility to be familiar with applicable clauses and provisions. The North American Industrial Classification System Code is 541611, Administrative Management and General Management Consulting Services, with a small business size standard of $15.0M. This requirement is being issued as total small business set-aside. The Government intends to issue an Indefinite Delivery Indefinite Quantity (IDIQ) contract, to one Quoter that allows for firm fixed price, labor hour, and time and material Orders. Quoted prices for each calendar year that the IDIQ requires performance in shall include itemized pricing in accordance with the price structure found at Attachment 2, Pricing. This notice does not obligate the Government to award the IDIQ or the Sample Task Order; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Additional provisions applicable to this requirement can be found in Additional Terms and Conditions, Section 4. To be considered for this award, Quoters must be registered in the System for Award Management (SAM) database at https://www.sam.gov/ prior to award. Lack of registration will make a Quoter ineligible for award. Additionally, quotes that fail to comply with the instructions below may be interpreted by the Government as not compliant. Quoters shall furnish the information required by this solicitation. Quoters are expected to examine the entire solicitation document and attachments. Failure to do so will be at the Quoter’s own risk. The Government may make award based on initial quotes received, without discussion of such quotes. Quotes shall set forth full, accurate, and complete information as required by this solicitation package (including Attachments). The penalty for making false statements in quotes is prescribed in 18 U.S.C. 1001. Offerors submitting restrictive data will mark it as follows in accordance with the FAR 52.215-1(e), Restriction on disclosure and use of data (Jan 2004), which is incorporated by reference. The Government assumes no liability for disclosure or use of unmarked data and may use or disclose the data for any purpose. Unless restricted, information submitted in response to this request may become subject to disclosure to the public pursuant to the provisions of the Freedom of Information Act (5 U.S.C. 551).
