Contractor is Colson Services Corp. which currently provides Fiscal Transfer Agent (FTA) services to the SBA for the 7(a) guaranty loan programs. This contract requires the FTA to provide data and related services on the loans authorized by the CARES (Coronavirus Aid Relief and Economic Security) Act. This loan data is housed within an IT system sponsored by Colson. No other contractor has access to this IT system. Attached is (1) a class sole source justification based on urgent and compelling circumstances for a FAR Pt.13 contract action, signed by the SBA SPE (Senior Procurement Executive), and (2) a supplemental sole source justification based on urgent and compelling circumstances, signed by the Contracting Officer and the Supervisory Contracting Officer.
