Data Analysis and Loan Recommendation Services This notice is to post a justification and approval for a sole source procurement under 41 U.S.C. 3304(a)(2), Unusual and Compelling Urgency (FAR 6.302-2) and a Determination and Findings document pursuant to FAR § 16.504(c)(1)(ii)(D)(1). The modification is in support of COVID-19. ODA’s Disaster Assistance Program makes loans to individuals and businesses that are impacted by various disasters that occur throughout the country. This contract provides loan analysis and recommendation services by intaking loan application information, gathering information necessary for a decision recommendation, and providing recommendations for loan decisions based on SBA and industry standard loan making practices. Additionally, the contractor will generate final electronic loan documents, provide e-signature capabilities, store and maintain loan documentation, and eventually transfer that information to SBA. The Government intends to modify the IDIQ Contract terms immediately to increase the scope from $100 million to $600 million (to include the base and all option years).and issue task orders with COVID-19 disaster funds while still being able to issue task orders under this Contract for other disasters that may occur during the period of performance with non-COVID funds. The increase is expected to cover the surge in loan applications and requests for Emergency Economic Injury Disaster Loan (EIDL) advances as a result of the 2019 Novel Coronavirus (COVID-19) pandemic while also providing support for other disasters that may occur. In addition to the Contract increase, the modification will raise the maximum order limitations from $50 million to $500 million for any individual task and/or delivery order against the IDIQ contract. This modification is considered outside the scope of the Contract due to the significant increase in the amount of funds anticipated to be added through task order awards and the significant expansion in the number of loan applications that RER will analyze. As a result, and consistent with CICA, it is necessary for SBA to complete this justification and approval for a sole source procurement. SBA notes that it has also completed a determination and findings document pursuant to FAR § 16.504(c)(1)(ii)(D)(1). This modification is essential to respond to urgent requests for support from ODA to process the immediate increase in the number of EIDL applications that will be submitted in response to the outbreak of COVID-19 and its effect on small businesses. SBA must process these loan applications as soon as possible in order to immediately provide financial relief to small businesses.
