This requirement is to conduct a study to determine the total addressable market (TAM) of U.S. small business export eligible companies (# of firms), See attached Statement of Work (SOW) for details. a. Quotes will be evaluated in accordance with FAR 13.106-2, the Government will award to the responsible offeror based on the following: i. Offer conforms to the Statement of Work (SOW). ii. Offer will be most advantageous when price and other factors are considered. iii. Selection will be based on technical factors, past performance, and price. b. Along with quote, provide detailed description of how your company will satisfy this requirement. Provide specifications in enough detail to allow for sufficient evaluation of your quote. c. Past Performance References: Offerors shall provide up to 3 references within the last five years (of the closing date of this solicitation) that are relevant in scope and similar in size and complexity to the tasks required in the SOW. Offeror may provide Contractor Performance Assessment Report System (CPARS) reports. If the Offeror relies on past performance information in CPARS, it shall ensure that the information is an interim/final CPARS record. Draft records will not be considered. If the Offeror will use a past performance reference information that is NOT in CPARS, the Offeror should ensure that Attachment 3, “Assessor Past Performance Questionnaire,” is completed by an Assessor and submitted directly to the Government POC no later than the closing date of this solicitation. Offeror will complete an Attachment 4 – Past Performance Reference, for each past performance reference (both CPARS and non-CPARS). As Attachment 3 specifies, each previous effort must include the contract or task order number (no solicitation number); dollar value; type of contract; period of performance; and an explanation of how it is relevant to this effort in terms of scope and how it is similar in size and complexity. The explanation should identify how much of the previous effort is relevant to the scope of the requirement by dollar value (i.e., what was the dollar value of the portion of the work performed under the previous effort applicable to this SOW). The Submitted information shall include the name and contact information (e.g., phone number or email address) for each reference. The Government is looking for experience in the following. i. researching small business data sets ii. researching numbers of businesses in tradeable sectors iii. researching small businesses that export goods iv. researching small businesses that export services v. researching small businesses that receive export financing vi. researching characteristics of successful small business exporters vii. providing research studies for government agencies Along with your quote, provide your cage code and Federal Unique Entity ID.
