This is a pre-solicitation notice for 13F List services, a quarterly list of public securities which complies with the requirements of Section 13(f) and Rule 13f-1 of the Securities Exchange Act of 1934. This is only a notice and not a request for information and/or proposals. The U.S. Securities and Exchange Commission (SEC) intends to release a Request for Proposal (RFP) for 13F List services within 15 days of this notice. The purpose of this notice is to provide an advance copy of the draft Section C - Statement of Work and Section F – Performance and Deliverables (Attachment 1), which will be incorporated into the RFP. The impending RFP will solicit on a Full and Open Competition in accordance with FAR Part 15, Contracting by Negotiation. The public will have an opportunity respond with questions after the RFP is released. Questions are not being accepted regarding the impending solicitation. It is the Contractor’s responsibility to monitor SAM.gov for the issuance of the RFP as well as any updates to the solicitation. Award will be made on a best value basis, technical and non-cost factors considered. All responsible sources may submit a proposal which shall be considered by the SEC.
