SEC Response to Questions (Posted Feb. 28, 2024): This notice is updated to post the SEC's response to questions - please see attached. All other terms and conditions of the Sources Sought remain unchanged. Original Notice (Posted Feb. 15, 2024): The U.S. Securities and Exchange Commission (SEC) is conducting market research for subscription products that provide access to federal, local and state court files. The requirement consists of two components: A. Court dockets web platform with access for SEC users to obtain court documents B. Data feed that provides secure transmission of court files to the SEC Attachment 1 – SEC Draft Requirements List provides a description of the requirement components. The SEC will accept responses from companies that respond to one or both of the components. The SEC has a preference for a Commercial Off The Shelf (COTS) subscription product. The SEC is not seeking a subscription product that requires development. Each respondent to this Sources Sought notice shall provide the following: 1. Summary/cover letter (limited to 3 pages) with the following company information: Company name and address; Name of company representative and their business title; Verification if your company is registered in www.SAM.gov and your company's unique entity identifier (UEI) number (Note: your company must have active registration in SAM to be considered for this Sources Sought Notice) Business size and whether your company has any current socio-economic classifications (e.g. Service Disabled Veteran Owned Small Business (SDVOSB) Any GWAC or FSS contracts held by your company (e.g. GSA) and whether the subscription product is covered by your company’s GWACs. 2. A description of your company’s subscription product. Indicate whether your company is responding to one or both of the requirement components and provide details on how the product meets the SEC’s requirements. The SEC requests responses to the following items: Include a description on the depth of coverage that the subscription product provides for Federal, local and state courts. Provide a description of any Artificial Intelligence (AI) capabilities that are currently offered under the product. Additionally, please provide a description of any AI capabilities that are in development and expected in the near future and whether they will automatically be provided to customers once available at no additional charge. 3. A price estimate with pricing for a Base Period of 12 months and four Option Periods of 12 months each. The pricing is requested for enterprise/unlimited subscription. There should be a separate price for each requirement component (if responding to both components). 4. If available, provide a listing of customers currently using the product including Federal and state government agencies and commercial customers. Question and Response Deadline: Any questions regarding this Sources Sought notice must be sent to Jeremy Garrett via email at GarrettJ@sec.gov by no later than 3:00 PM ET on Feb. 26, 2024. Questions and the SEC’s responses to questions will be posted on SAM.gov. The response deadline is 3:00 PM ET on March 6, 2024.
