Introduction and Purpose of the Request for Information (RFI) The U.S. Securities and Exchange Commission (SEC or Commission) is conducting market research to identify and collect information on potential sources with the capability of providing access to an online service that provides full text news, public records, legal resources, and company and financial information. Information sources shall include a wide range of electronic sources and services as described in the Draft Statement of Work (SOW). 2. RFI Submission Procedure If your company is interested and can demonstrate the firm’s ability, capability, and responsibility to provide the services detailed in the attached Draft SOW, you are encouraged to respond to this announcement with a statement of your qualifications and capability. Responses to this RFI should be submitted by 3:00 PM ET on January 5, 2024 to Pleshette Brown via email at Brownpl@sec.gov. Responses must be identified by Notice No. 50310224Q0019 and shall include the following information: 1. Summary/cover letter (limited to 2 pages) with following company information: a. Company name and address; b. Company Point of Contact (Name, Business Title, Phone, E-mail Address); c. Verification if your company is registered in www.SAM.gov and your company's unique entity identifier (uei) number (Note: your company must have active registration in SAM to be considered for this Sources Sought Notice); d. Business size/classification to include any designations as Large Business, Small Business, HUBZone, Woman owned, Service-Disabled Veteran Owned, 8(a), or Indian Owned Economic Enterprise; e. If your company holds any Government Wide Acquisition Vehicle (GWAC) or GSA Schedule Contracts, that information shall be included in the submission of your capability statement; f. NAICS code recommendations for this scope (if any). 2. RFI respondents must respond in the form of Capability Statement that includes a description of the respondent’s subscription product and how it meets each of the SEC’s Requirements in the attached Draft Requirements List (limit to 5 pages). 3. A price estimate for a Base Period of 12-months with estimated pricing for 4 Option Periods of 12 months each. The pricing should be inclusive of all fees. This information would be for market research information only. 4. RFI respondents shall submit any applicable licensing agreements, Terms of Services (TOS) and privacy statements for the subscription agreement. III. RFI Guidelines 1. This RFI is for INFORMATIONAL and PLANNING purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form shall not be considered as offers. No funds are available to pay for preparation of responses to this announcement. Any information obtained as a result of this RFI is intended to be used by the Government for program planning and acquisition strategy development. A determination by the Government not to issue a solicitation based upon responses to this notice is solely within the discretion of the Government. 2. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. 3. The Draft Statement of Work attached to this RFI is the most current iteration, however, the requirements are subject to change prior to solicitation should one be issued.
