This requirement is being conducted as a non-commercial item acquisition in accordance with Federal Acquisition Regulation (FAR) Parts 13 and 15 (Contracting By Negotiations), as supplemented with the additional information included in this notice. This is a Request for Quotes (RFQ). A copy of the Solicitation with instructions for submitting a Proposal in response to RFQ No. 50310219Q0068 Compile 13F List is being attached to this electronic notice. The Government anticipates awarding a single Firm Fixed Priced contract as a result of this solicitation. The period of performance for this procurement shall consist of a one (1) year base period with four (4), one (1) year options. The Request for Quotes (RFQ) shall require the submission(s) of technical proposal(s) as well as price proposal(s). If a contract is awarded as a result of this RFQ it will be issued to the eligible firm offering the best value proposal to provide the services in accordance with the Statement of Work (SOW). In 1975, Congress passed Section 13(f) of the Securities Exchange Act of 1934 (the "Act") in order to increase the public availability of information regarding the securities holdings of institutional investors. Congress believed that this institutional disclosure program would increase investor confidence in the integrity of the United States securities markets. Under Section 13(f), the Securities and Exchange Commission ("SEC") has adopted Rule 13f-1 under the Act and Form 13F. This requirement is in support of the SEC's Division of Investment Management. The North American Industry Classification System (NAICs) is 523930 - Investment Advice. Quotes are being requested. The Contractor shall provide all labor and material. All Offerors must be registered in the System for Award Management (SAM.gov) (http://www.sam.gov). Further, Offerors are required to complete their Online Representations and Certifications in SAM.gov prior to submittal of a proposal to be eligible for award. Electronic proposals (in their entirety), are due NO LATER THAN 12:00 P.M. Eastern Standard Time on May 22, 2019 to the email address in RFQ Section L-3. Past Performance Questionnaires shall be submitted in accordance with L-7 NO LATER THAN 12:00 P.M. Eastern Standard Time on May 22, 2019. See the proposal submission instructions in Section L, and FAR Clause 52.213-4, "TERMS AND CONDITIONS - SIMPLIFIED ACQUISITIONS (OTHER THAN COMMERCIAL ITEMS) (JAN 2019)". Electronic copies of proposals must be received by the exact time specified herein to be considered timely or the Offeror's proposal will be deemed "late" and will not be considered. Communications and questions concerning this solicitation or requests for clarification shall be made in writing to Ginnc@sec.gov and GallonJ@sec.gov. Electronic mail attachments, if included, shall be prepared using Microsoft Office. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. In accordance with L-4, the due date for communications and questions concerning the RFP is NO LATER THAN 10:00 A.M. Eastern Standard Time on May 9, 2019. Questions received after this time may not be addressed. As soon as an Offeror is aware of any problems or ambiguities in interpreting the specifications, terms or conditions, instructions or evaluation criteria of this solicitation, the CO shall be notified via email at GallmonJ@sec.gov.
