The USPS requires lease procurement of hydrogen fueling infrastructure for its fleet of Powered Industrial Vehicles (PIVs) for the Brooklyn NY Processing and Distribution Center (P&DC) located at 1050 Forbell Street Brooklyn, NY and the New Jersey Network Distribution Center (NDC) located at 80 County Road, Jersey City, NJ as part of its Powered Industrial Vehicle (PIV) Hydrogen Fuel Cell (HFC) National Deployment Program. Fuel cells for the PIV equipment will be procured separately and are not a part of this solicitation. To be considered, a company must meet the following minimum requirements: (1) LICENSE(S): Contractors must be licensed, as required by the State or Federal entity, to perform the work stated in this solicitation. The USPS does not exempt suppliers from licensure on federal projects. (2) Contractors must have been in the construction business for a minimum of five consecutive years as of the date of this solicitation. There is no requirement that eligible contracting firms remained the identical entity for the five-year period, although legal entity changes (such as from a partnership to a corporation) that occurred during this five-year period should be clearly explained, and if key personnel were retained, this should also be clearly explained. (3) Contractors must provide evidence of their current EMR rating on insurance company letterhead. If the EMR rating is greater than 1.0, the contractor must provide a written explanation from its insurance carrier along with evidence of your previous two years EMR ratings on insurance letterhead. An EMR more than 1.5 may be grounds for eliminating a firm from further consideration by the evaluation team. (5) Company must submit information for three comparable hydrogen delivery infrastructure projects that have been completed within the past five years. Comparable projects are defined as projects with similar scopes of work and costs of $500,000 or more. If the infrastructure cost for comparable projects is less than this amount, please explain. The Qualification/Evaluation Package will be evaluated in accordance with the criteria stated. The price proposals for only the most highly qualified contractors will be considered. For the award of this solicitation, price is more important than the technical response. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with a superior technical response. The evaluation factors outlined in Section 2-26.2 of the Supplying Principles and Practices, listed in descending order of importance, will be used in the evaluation of proposals. INTRODUCTION – US Postal Service Nationwide Prequalification The Postal Service is interested in prequalifying suppliers for upcoming projects nationwide and in US territories. The information you provide in your Prequalification Package will be the basis for the evaluation of your company. To ensure your Prequalification is given full consideration, you must do the following: Read this information carefully to make sure you understand what is required. Provide a complete Prequalification Package in accordance with the instructions herein. Do not leave any portion blank; indicate N/A if not applicable. Provide information on the attached forms (or photocopies of the attached forms). The projected value of the upcoming projects are anticipated to range anywhere between $1M and $100M each. The scope of work includes, but is not limited to, Firm Fixed Price Contracts (Design-Bid-Build) and Design-Build contracts involving new construction and expansion projects of Postal Facilities typically ranging from 5000 to 500,000 square feet. Some of our larger scale upcoming Design Build projects are anticipated to be located in, but not limited to, the following states and territories: Ohio; Missouri and Texas. Additional lower valued projects may include various scopes of work to include but not limited to, Security System Upgrades, Fire Alarm / Fire Suppression, Underground and Above Ground Storage Tank Removals and Replacements, and Energy Upgrade related projects involving Lighting, HVAC and Compressed Air Upgrades. Your submitted prequalification package will be evaluated and if accepted by the US Postal Service, will allow your company to be placed on our source list which will be a resource utilized by Supply Management where you may be invited to participate in upcoming solicitations. Acceptance of your submitted prequalification package by the US Postal Service does not guarantee participation and will be determined by the US Postal Purchasing Team at the time of solicitation. In addition to this prequalification, the Postal Service reserves the right to publically advertise any project if additional resources are needed.
