Notice of Intent This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The Pension Benefit Guaranty Corporation (PBGC), Procurement Division is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price contract on a sole source basis to PitchBook Data, Inc (Unique Identity ID XHGWSVRG5KV7, CAGE: 77SN9) in accordance with FAR Part 12 and FAR Subpart 13.501. This procurement is for 15 online subscriptions/licenses for the Leveraged Commentary and Data (LCD) product. Corporate Finance and Restructuring Department (CFRD) will use PitchBook to access financial information on leveraged finance news, analysis, and data. This product offers real-time coverage of the US/European leveraged loan and high-yield bond markets, from deal inception through the secondary markets. In addition, it produces distressed market news, trend analysis, analytical highlights, and guest commentary from leading leverage finance players. PitchBook’s research will enable CFRD financial analysts to have access to reports on pricing, trends, secondary levels/analysis, credit statistics, default analysis on both US and European Loan Indexes. The analysts will use the information to assess the credit quality of pension plan sponsors and assist in the decision of whether or not to terminate a pension plan. CFRD financial analysts use the information to assess the credit quality of pension plan sponsors and assist in the decision of whether or not to terminate a pension plan. PitchBook's the industry leader in the global marked leveraged finance arena. CFRD needs access to the same information that is used by commercial lenders when making the termination decisions for this agency. CFRD financial analysts will rely heavily on the information from PitchBook to assist them with monitoring the credit quality, debt obligations, and financial news of the companies on the PBGC watch list. The information is also used when called upon to attend a credit committee meeting for a potential bankruptcy case. It is anticipated that contract award will be issued on or before September 30, 2022, with a one (1) year base period of 12 months and 1 option year. However, all interested parties may submit their capability statements for the required services, which shall be considered by the agency if received by the Points of Contact (POC) listed below by 9:00 AM, ET, on September 12, 2022 (reference Advanced Procurement Plan APP # 1425, PitchBook Online Subscription, RQ-37-22-000092).
