Notice of Intent This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The Pension Benefit Guaranty Corporation (PBGC), Procurement Division is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price contract on a sole source basis to Standard and Poor’s Financial Services LLC (S&P) (Unique Entity ID GLBTXLMCSH48, CAGE:3NUK8) in accordance with FAR Part 12 and FAR Subpart 13.501. Corporate Finance and Restructuring Department (CFRD) Financial Analysts require access to information that is necessary for CFRD to assess the credit quality of pension plan sponsors and assists in the decision of whether or not to terminate a pension plan. S&P's updates financial news and debt ratings on a regular basis, as events occur that impact the credit quality of the company and at a minimum, on a quarterly reporting schedule. S&P access is a necessary source of credit quality, debt obligation, and financial news information for the Pension Benefit Guaranty Corporation (PBGC) insured inventory. This procurement is for a one source access to 40 (forty) PBGC users to a web-based subscription product that provides essential data that is critical to completion of PBGC’s Annual Financial Reports and for accurately assessing creditworthiness and risk measurements. The online subscription will enable access to; • An online credit monitoring service platform available to 40 PBGC users. • Up-to-date periodic credit and liquidity analysis and outlook • Up-to-date credit analysis of significant events such as current and potential economic and financial market developments as well as industry outlooks and credit analysis. • Market implied credit ratings based on stock debt and credit default swap markets and their mapping to probability of default or expected default. It is anticipated that contract award will be issued on or before September 30, 2022, with a one (1) year base period of 12 months and 4 option years. This notice of intent is for informational purposes only. However, all interested parties may submit their capability statements for the required services, which shall be considered by the agency if received by the Points of Contact (POC) listed below by 05:00 PM, ET, on September 12, 2022 (reference ,Advanced Procurement Plan APP # 1405, Online Subscription, RQ-37-22-000088). A determination to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government.
