Attached please find a revised SOW. All other terms and conditions of the original Sources Sought Notice remain in full force and effect. Statistical Sampling Services The Pension Benefit Guaranty Corporation (PBGC) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Statistical Sampling Services. The result of this market research will contribute to determining the method of procurement. This is not a solicitation announcement. This is a Sources Sought Notice only. Please see the attached draft revised Statement of Work (SOW) for additional information concerning the requirement. The purpose of this Notice is to gain knowledge of potential qualified sources and their size classification (e.g., HUBZone small business, service-disabled veteran-owned small business, women-owned small business, 8(a), or small disadvantaged business) relative to the applicable North American Industry Classification System (NAICS) code for this acquisition, which is 541690 – Other Scientific and Technical Consulting Services. Responses to this Notice should include the following: Cover Letter: The Cover Letter must not exceed 2 pages. The Cover Letter should be prepared on the company’s letterhead and include the company’s name, address and contact information (telephone and e-mail address); DUNS Number and GACE Code. The Cover Letter should include answers to the following questions: Is this service available under a federal supply schedule (GSA)? If yes, please provide the contract number. Is your business a prime contractor providing this service? Is your business Large or Small? If your business is Small, please indicate if your business is also certified in a subcategory for small business: HUBZone small business, service-disabled veteran-owned small business, women-owned small business, 8(a), or small disadvantaged business. Capability Statement: The submitted information must not exceed 10 pages. Capability Statement should include a short narrative, capabilities, strengths and expected contributions to perform services listed in the draft SOW. Experience - information relating to relevant contracts the company has received in the past five (5) years with a similar scope as this requirement. This shall also include: Description of services Relevancy of work/services, and If problems encountered on a contract, please explain corrective actions taken. NOTE: Standard brochures and/or paraphrasing of the draft SOW will not be considered as a sufficient response to this Notice. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Submission Instructions: Interested parties who consider themselves qualified to perform the required services are invited to submit a response to this Sources Sought Notice via email to the Contract Specialist (CS), Ejona Lika, at Lika.Ejona@pbgc.gov and the Contract Specialist, Olena Evans, at Evans.Olena@pbgc.gov, no later than 10:00 AM Eastern Time (ET) on May 5, 2021. Prospective offerors are advised that this procurement is subject to internal PBGC approvals and the availability of funds. This is not a solicitation and in no way obligates the Government to issue a solicitation and/or award a contract.
