The Pension Benefit Guaranty Corporation (PBGC), Procurement Department (PD) is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price contract on a sole source basis to Willis Towers Watson US, LLC., 800 N Glebe Rd Arlington, VA 22203-2149 (UEI: ZQ2MN3N9Y619) in accordance with FAR Subpart 13.106-1 (b) (2) -The required supplies or services are commercial items, only one source (including brand name) is capable of satisfying the Agency’s requirement, and the price exceeds the SAT but does not exceed $7M. The contractor shall provide Benefit Connect (BC) licenses along with the required system support, enabling PBGC staff to utilize the benefit administration support system. This system must grant PBGC personnel access to essential data in BC for conducting research, executing benefit calculations, and managing benefits for approximately 90,000 participants in the Sears Pension plans 1 and 2. It is anticipated that the award will be issued on or before May 31, 2025, with a one (1) year-based period and four (4) one (1) year option period of performance from June 1, 2025 through May 31, 2030, if all options are exercised. However, all interested parties may submit their capability statements for required services, which shall be considered by the agency if received by the Points of Contact (POC) listed below by 10:00 AM.
