This is a justification for Other Than Full and Open Competiton for Task Order 16PBGC22T0003 under IDIQ PBGC01-D-17-0009 awarded on July 21, 2017 as an 8(a) contract. The Small Business Administration (SBA) was notified for specific quantities of items and work in accordance with FAR Subsection 19.804-2. Subsequently, the SBA accepted the requirement for the 8(a) program as provided at FAR Subsection 19.804-3. Section B.1.4. provided a maximum ceiling under the IDIQ. At present, the total value of delivery orders being issued under this IDIQ since the time of award exceeds $25,000,000.00. Therefore, the contracting officer prepared this justification as required by FAR 6.303-2(d) because the IDIQ is a sole source award under the 8(a) program and the total value of the IDIQ now exceeds $25,000,000.00.
