The services to be procured are: 1) to continue the development of tools and templates that are used to review the applications related to the Special Financial Assistance (SFA) enacted under the American Rescue Plan Act (ARPA) and assess and document the reasonableness of acturial assumptions used by the applicant to determine the amount of SFA. The items to be completed/refined include (but not limited to) Excel-based templates to: - Track case status - Document how the source information is organized in PBGC SharePoint - Screen the source information for the completeness - Summarize key actuarial assumptions - Validate Templates 1, 2, 3, 4, 5, 6, and 8 (www.pbgc.gov/arp-sfa/more-resources) that are submitted with the application - Validate the starting fair market value of assets as of SFA measurement date using public information such as Form 5500 data - Develop the actuarial certification and model actuarial report that NRAD's review of the application 2) to provide actuarial support needed to review eight (8) SFA applications that have been submitted as of November 19, 2021 and any additional applications that may be submitted to PBGC in the future.
