The Peace Corps intends to award, on a sole source basis, a purchase order to Wolter Kluwers/UpToDate Inc. 230 Third Avenue, Waltham MA 02451 for access to an online, evidence-based decision support tool and library called UpToDate that will assist with patient diagnosis and treatment as well as provide an online platform for accruing and tracking Continuing Medical Education (CME) credits, available 24 hours a day, 7 days a week, 365 days a year for the Peace Corps Headquarters. Market research has indicated that no other commercial item can provide the on-line clinical decision tool and medical library needs required by Peace Corps Office of Health Services (OHS). As a result, Peace Corps moves to issue a sole source purchase order to Wolters Kluwer/UpToDate Inc. for 1 base year and 4 option years. This is an on-going requirement at the Peace Corps. The current contract (PC-18-8-012) was awarded to UpToDate in FY 2018 for a period of performance from 04/1/2018 until 09/30/2021. The sole source contract will allow Peace Corps to continue to provide a system that allows multiple, concurrent user logins and simultaneous usage of resources (no restricted access based upon number of Peace Corps users logged into the system at the same time); provide system compatibility that allows users to have their Continuing Medical Education (CME) credits linked to their Peace Corps UpToDate or database login credentials used to access Peace Corps systems. The NAICS code for this procurement is 519130, INTERNET PUBLISHING and BROADCASTING and WEB SEARCH PORTALS. The anticipated purchase order will be Firm Fixed Price and the period of performance of will include a one (1) year base period and four one (1) year option periods. This purchase order will be awarded pursuant to FAR 13.501(a) Sole source (including brand name) acquisitions. This Notice of Intent is not a request for proposals or quotations. This notice of intent is for informational purposes only. Vendors may submit capability statements within three days after publication of this notice which will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined above. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer.
