OPM is conducting sources-sought market research for a follow-on BENEFEDS requirement, not a solicitation or commitment to award. The platform supports FEDVIP, FSAFEDS, and FLTCIP through enrollment and eligibility, premium and payroll-allotment administration across more than fifty providers, bilingual multi-channel contact center services, communications and Open Season support, IT/security/privacy/accessibility/continuity functions, reporting, fraud prevention, and transition-in/out. OPM seeks capability and business-size information from firms of all sizes, including small businesses in every socioeconomic category, for its small-business determination, plus industry comments on the anticipated requirement, draft performance standards, transition approach, and contract structure. OPM anticipates follow-on award in spring 2027, with full services beginning on or about December 31, 2027. Selected respondents may be invited to 30-minute virtual sessions during the week of November 2, 2026.
