This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 24322625Q0019 and the solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03. This acquisition is being conducted in accordance with FAR Part 12 -Acquisition of Commercial Items in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 13. The North American Industry Classification System (NAICS) category is NAICS 611430 – Professional and Management Development Training with a size standard of $15M. The Product Service Code is U009 Education/Training General. There is no set-aside being used. This procurement is being conducted under the sole source authority at FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The requirement is for Executive Leadership Training in Artificial Intelligence and Analytics. The period of performance is from January 6, 2025 – January 5, 2026. Award is anticipated to be made by December 31, 2024. The intended source is the Emeritus Institute of Management in conjunction with the Wharton Business School, whose proprietary training on the subject matter tailored to non-technical business executives is the only source reasonably available in accordance with FAR 13.106-1(b). A single source justification using the format required by FAR 5.304(a) will be posted on the GPE within 14 days after contract award as required by FAR 13.501(a)(iii).
