The core requirement under this contract is for maintenance, hardware support of the HI-SCAN6040i system and real-time remote interpretation of x-ray images by certified explosive detection technicians through continuous operations and specialized threat-assessment protocols. While some resellers offer general support for the HI-SCAN system, they do not provide remote image interpretation nor do they have Department of Homeland Security (DHS) SAFETY Act designation for such services. MSA Security is the only vendor currently recognized by DHS to perform these services under the SmartTech® Explosives Detection System, which has been formally designated under the SAFETY Act. This designation affords unique legal liability protections to OPM and ensures that image interpretation, communication, and escalation protocols meet federal standards.
