In support of its mission, the OPM requires a contractor-based automated emergency notification system to be hosted on the contractor’s facilities outside the NCR and accessible to FSEM, ES, and FEB users and administrators by means of commonly used Internet web browsers and by telephone from any location in the United States; the system must be capable of near-instantaneous contact of each designated Senior Leadership, Continuity, and Emergency Management personnel over a variety of electronic communications platforms, in order to accurately and efficiently deliver messages and information to enable members to take action in an emergency; the system must provide a high capacity communication, scalability, reliability through redundancy, and geographical diversity of hosting sites, personnel accountability, reduced error rates, and a simple user interface.
