The objective of this procurement is to acquire the services of a contractor to assess the current state of the long term care insurance industry and trends, the current state of the group long term care insurance market, any unused flexibilities in the Long Term Care Security Act, and the Federal Long Term Care Insurance Program (FLTCIP). We need innovative ideas to determine if the Federal government should consider new options or other changes to the current Program. The Federal government offers the largest group long term care insurance program in the country. We need a comprehensive analysis to assist the OPM in formulating strategies, some of which may be allowed under the current legislation and some of which may require legislative changes to be proposed to Congress. This includes analysis and recommendations for existing FLTCIP enrollees and potential new product offerings for prospective enrollees.
