In support of its mission, OPM needs to sustain the recurring requirements of the Budget Management System (BMS) that includes system implementation services, software, and qualified contractor personnel to maintain and improve the budgeting software solution which will allow OPM the ability to successfully achieve its business objectives for transparent budget formulation, budget execution, performance measures and reporting. The system requirements include: Project Management – The contractor shall provide management expertise, oversight, control, and direction in project plan development, team building, communications, time management, quality assurance and quality control and management, procedure development, risk management, configuration management, cost management, and software integration. Support Services for Application Management – The contractor shall provide operation and maintenance functionality which includes, but is not limited to, software implementation, hosting, and security assessments. Identify Automated Solutions – The ability to translate budget and performance, financial management and accounting business functional requirements into an effective and efficient design by identifying technically feasible and repeatable solutions. Documentation – The contractor shall continue to provide development, modernization, and enhancement (DME) of the system to include technical deliverables and user documentation for any changes deployed to the BMS application. Help Desk and User Support – The contractor shall provide a help desk to assist in resolving technical issues presented by users.
