The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a non-competitive purchase order to ACRi, Inc.,1931 Stradella Road Bel Air, CA 90077, for its PORFLOW Annual Professional License for a for a two-year base period of June 10, 2020 through June 9, 2022 plus one two-year option period to extend the term of the contract. ACRi, Inc. is currently the sole manufacturer and distributor for the PORFLOW annual software license which includes technical support and upgrades. The PORFLOW software will allow NRC staff to perform confirmatory analyses of predicted groundwater flow and waste release in support of decommissioning, low-level waste disposal, uranium recovery, and waste incidental to reprocessing. Department of Energy (DOE) and other licensees often submit groundwater flow and waste release analyses in PORFLOW due its ability to simulate serial radiological decay and solubility-limited release of radioactivity into groundwater. The authority for this acquisition is FAR 13.106-1, which permits soliciting from a single source if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available.
