THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Synopsis as a means of conducting market research to determine the availability of potential qualified vendors with the technical capability to provide all management, supervision, administration, and labor for developing and delivering the Well Logging Technology training course used to provide technical information about the well logging industry to both NRC and NRC Agreement State staff. Services are to be provided at any location in the continental US deemed appropriate by the vendor and the NRC. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611519. THERE IS NO SOLICITATION AT THIS TIME. This request for sources and vendor information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC free of conflict of interest (COI). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed below. The package should also include past performance/experience regarding projects of similar scope listing the project title, general description, the dollar value of the contract, and name of the company, agency, or government entity for which the work was performed. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Submission of additional materials such as glossy brochures or videos is discouraged. Requirements for Well Logging Technology Training: The NRC and NRC Agreement State staff inspect byproduct material licensees, including well logging, to determine whether licensees are operating in accordance with regulations and license conditions, and to identify situations which might adversely affect the health and safety of the licensee’s workers or the public. In support of this mission, the NRC seeks sources capable of providing well logging technology training to NRC staff and Agreement State inspectors of the regulatory and technological changes concerning the various licensed activities that they inspect. The NRC seeks sources capable of providing an approximately 4.5-day training course that would provide an understanding of the principles of well logging in the gas and oil industry as well as the related NRC (and Agreement State, where applicable) regulations and inspection procedures, well logging equipment and operations, and procedures related to retrieval of lost sources and irretrievable sources. Along with classroom instruction, course sessions should include as many of these options as possible: visiting a full-scale training well site; providing a demonstration of source (dummy) changeout; touring a well logging manufacturing facility; touring a source recovery facility; visiting a museum that includes gas and oil history; and visiting a drilling rig museum/education center. In addition, due to the generally hazardous nature of some well logging operations, providing a proper overview of the various activities will ensure the inspectors and other staff of the NRC and Agreement States are knowledgeable and can conduct inspections safely.
