THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Synopsis as a means of conducting market research or as a market survey to determine the availability of potential qualified vendors with the technical capability to provide all management, supervision, administration, and labor for the Modification, Operation, and Maintenance of the Radiation Exposure Information and Reporting System (REIRS) and the Employee Exposure Database System (EEDS). The REIRS database provides the NRC with data for use in research studies and evaluation of licensee performance. In combination with other sources of information, such as the Nuclear Material Event database; Monthly Operating Reports for Power generation, operational status, reactor type, age, outage data and duration; and the occasional topical reports in the Health Physics Society Journal, the United Nations Scientific Committee on the Effects of Atomic Radiation, and IAEA when relevant, the data reveals facts and trends related to routine occupational exposures to radiation and radioactive material that occur in connection with certain NRC-licensed activities. EEDS contains occupational radiation exposure information on NRC employees, as these employees, at one time or another, were issued radiation dosimeters to monitor their occupational radiation exposure. Specific activities will include the following: System modifications and guidance revisions of REIRS, and maintenance of EEDS which includes support for database access tools for NRC staff to access dosimetry records in the system and use of query tools to develop reports, Data maintenance of the licensee reporting database, processing of data from NRC Form 5, “Occupational Dose Record for a Monitoring Period,” into the REIRS database, quality assurance and quality control for the REIRS database, Update of NUREG-0713, “Occupational Radiation Exposure at Commercial Nuclear Power Reactors and Other Facilities,” preparing the draft and final reports of successive annual volumes of NUREG-0713, System operations and management of REIRS, management of radiation exposure on the Internet-based REIRS website General technical assistance for database inquiries and emergent REIRS related activities, and Attendance in annual meetings/conferences on occupational radiation exposure. Services are to be provided to NRC Headquarters located in Rockville, Maryland. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541690, Other Scientific and Technical Consulting Services.. THERE IS NO SOLICITATION AT THIS TIME. This request for sources and vendor information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; and the Government assumes no financial responsibility for any costs incurred. REQUIRED CAPABILITIES (if applicable): Demonstrated expertise, experience and working knowledge in the areas of (1) history of U.S. and international radiation protection standards; (2) occupational radiation exposures; (3) programs for ALARA monitoring and compliance; and (4) database design, maintenance, and quality assurance/quality control (QA/QC) programs in database management; Demonstrated ability to allow NRC licensees to annually submit occupational radiation exposure data securely and maintain a specific database for NRC licensees; and Demonstrated ability to protect information pursuant to the Privacy Act of 1974 and the Office of Management and Budget (OMB) Circular No. A-108; and . Data accountants, computer programmers, and Web developers, may be required to perform work under this agreement on an as needed basis. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC free of conflict of interest (COI). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. The package should also include past performance/experience regarding projects of similar scope listing the project title, general description, the dollar value of the contract, and name of the company, agency, or government entity for which the work was performed. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Submission of additional materials such as glossy brochures or videos is discouraged. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE If your organization has the capability and capacity to perform, as a prime contractor, one or more of the services described in this notice, then please respond to this notice and provide written responses to the following information. Please do not include any proprietary or otherwise sensitive information in the response, and do not submit a proposal. Proposals submitted in response to this notice will not be considered. Although no geographic restriction is anticipated, if responding organizations are located outside the Washington Metropolitan area (Maryland, Virginia, and the District of Columbia), indicate how the organization would coordinate with the NRC program office located in Rockville, Maryland to provide the support services. Separately and distinctly describe which of the required capabilities listed above that your organization possesses and indicate your organization's role (prime contractor, first tier subcontractor, and/or supplier) in related contracts. Please also provide the contract number, contract type, customer name, address and point of contact phone number and email address, contract value, thorough description of supplies and services included in the scope of that contract, indication of how they differ from the required capabilities described in this notice, period of performance (for services) or delivery date (for products), and any other relevant information.
