Support for NRC’s Force-On-Force (FOF) Inspection Activities
The NRC is conducting market research to identify commercial prime contractors capable of providing full logistics, management, supervision, and labor support for its Force-on-Force (FOF) inspection program using ESS/MILES equipment and weaponry. The work includes warehousing and inventorying government-furnished equipment, leasing and operating three Logistical Support Trailers and trucks, transporting and maintaining ESS/MILES gear, providing armorer and administrative staffing, and supporting approximately 20–25 inspections (40–50 exercises) per year at about 57 NRC-licensed facilities on a triennial cycle. The contractor would also provide on-site setup, safety briefings, equipment issue/retrieval, FOF exercise support, coordination with a Saab technician, post-exercise cleaning/maintenance, and after-action reports. Services are performed remotely to the NRC in Rockville, Maryland, with on-site support at licensed facilities and occasional TTC weapons-course support in Chattanooga, Tennessee; the incumbent DOE support contract expires in February 2027, and NRC needs an alternative vendor with little or no ramp-up time. Interested firms should demonstrate relevant past performance, staffing qualifications including current Armorer certifications and ESS/MILES experience, and ability to perform as prime contractor or through a described teaming arrangement.
