The National Transportation Safety Board (NTSB) Office of Chief Information Officer requires services to migrate its current voice network off CenturyLink MPLS circuit and porting all DNs over to a new enterprise VoIP carrier and provider that meets the below requirements. The NTSB WAN consists of three access hubs located in Equinix data centers in Ashburn, Virginia, Seattle, Washington and Dallas, Texas. The hubs inter-connect to one another through private 1G metro links to provide redundancy. The WAN forms a transport providing connections to NTSB facilities with its HQ in DC, Training Center in Ashburn, Anchorage office in Alaska, Seattle office in Washington, and Denver office in Colorado. The NTSB requires migration from the tied-in MPLS transport to utilize our own WAN transport for routing inter-office calls and terminating off-net calls (incoming/outgoing) over dedicated circuit with Internet connection as redundant routes. The dedicated circuit provides most reliable and stable service with much better voice quality compared to just Voice over IP (VoIP) over Internet. The Contractor/servicing provider must already have carrier-rate voice service infrastructures located within Equinix data centers in Dallas, Ashburn or Seattle location. NTSB prefer Equinix Dallas location since the NTSB currently has its data and voice network deployment at this location. The servicing provider shall provide a dedicated private circuit from their voice control infrastructure connecting to NTSB voice network to Equinix Dallas location. The servicing provider shall provide voice connections over Internet as redundant link to dedicated circuit. The redundant connections are required at both Equinix Dallas data center and NTSB HQ in Washington DC. The servicing provider shall be responsible to order and pay for all necessary fiber cross-connect to extend the Gigabit Ethernet circuit from provider’s collocated voice network at Equinix to NTSB cabinet. The servicing provider shall ensure that the new transport service and bandwidth is fully tested and functional. The servicing provider shall have the capability to scale the initial 1Gig Ethernet circuit down as requested by NTSB per utilization starting with 100M. The servicing provider shall be responsible for seamlessly porting over all TNs from CenturyLink over to their voice service without any disruption of service. The servicing provider shall provide ability to failover inbound calls to other IP addresses using a priority-based routing list. The servicing provider shall provide ability to configure, on a per DID basis, ordered routing rules The servicing provider shall provide ability to configure, on a per DID basis, call forwarding to a PTSN number without reliance on customer SIP trunk / connectivity The servicing provider shall provide inbound CNAM lookup. The servicing provider shall provide bulk outbound CNAM configuration. The servicing provider shall provide E911 provisioning on a per-site (per location) basis, with the ability to target a separate identifier in the SIP INVITE, different from the caller ID. The servicing provider shall provide single portal, with real time TN and 911 provisioning and multi-user access. The servicing provider shall provide API for phone number management and administrative functions browser-based portals and API access for all administrative operations. The servicing provider shall provide 24x7 support from in-house NOC own and operate their own nationwide network. The servicing provider shall provide a single source for all services (voice, E911, and messaging) The servicing provider shall provide a separate signaling and audio facilities The servicing provider shall provide directory listing The servicing provider shall provide toll-free flat rate and LATA/OCN offers with support of vanity numbers. The servicing provider shall provide text-enabled phone numbers to communicate with short codes. The servicing provider shall provide support of both SIP or SMPP. The servicing provider shall provide full geographic redundancy of all network elements. In order to satisfy this requirement, the NTSB intends to issue a sole source solicitation to Bandwidth, Inc.. This procurement is being conducted in accordance with FAR 13.106-1(b)(1) – Soliciting from a single source. The NAICS code for this procurement is 517911 and the Small Business Administration Size Standard is 1500 employees. This requirement was solicited as a full and open competition on the GPE in September 2019 and the responses received were found to not meet the technical requirements of the solicitation. Market research, to include internet searches and inquiries with Equinix, have revealed only Bandwidth, Inc. can meet the requirements stated above. The NTSB performed a proof of concept with Bandwidth, Inc. and verified that it meets the technical requirements to perform the migration and operate the VoIP in accordance with the NTSB’s requirements. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide carrier-rate voice service infrastructures located within Equinix data centers in Dallas, Ashburn or Seattle location as well as the ability to satisfy the other requirements listed in this notice. Responses received will be evaluated; though, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the NTSB will proceed with the issuance of a sole source solicitation for this requirement to Bandwidth, Inc..
